Foreign Nationals visiting India and intending to stay in India for more than 180 days have to do registration with Police Department within 14 days of arrival in India.
I will write procedure here.

My daughter is born in USA and hence acquired US Citizenship 'By Birth'. We recently returned back to India and I had to do the registration of her name with Police Department.
I am from Dombivli and had to visit Thane Police Commissioner's Office at Thane for this registration ( Please check with your local Police Station to find out exact office to register with as this may be different in Mumbai ). Visited that office ( saha-parivar !!! ). There is a special section for this 'Videshi Nagrik Panjikaran'. Following documents were required for this.
1) Certificate of Registration : Blank form was given to me and I was asked to fill and make 3 photocopies of it.
2) Registration Form : Same as above.
3) Photocopies of US Citizen's Passport : 4 Copies.
4) Photocopies of Parent's Passport : 4 copies.
5)US Citizen's Passport size Photo : 4 Copies
6) Indemnity Bond : Bond value Rs. 100. This bond will state that as a parent, I will bear all the expenses for my daughter. This bond has to be notorozied. and 3 copies of it.
7) A File : Initially, I could not understand why they need file. But, later realised State Govt is out of money and they can not buy stationary !!!!
8) Draft from SBI for Registration Fees of Rs. 100. Challan will be filled by Police Staff member.

Note : If you have crossed that 14 days period, then do not worry. BY paying a penalty of $30 ( I do not understand why they need fine in USD here ).

After I submitted these papers...
1) Daughter's details alongwith parent's detailes were noted in 'sarkari' register.
2) Document 1 and 2 ( certificate of Registration and Registration Form ) were signed by authorized Police Officer ( with Official Seal ). 1 photo was attached to Certificate of Registration. These 2 documents were given to me immidiately.
Note : If tourist decide to return to his country, then...
1) Visit the Police Station registering with Air Tickets ) so that they will note the Departure date in the register.
2) At Airport, submit the documents at Police Check Point.

Hey Boss, Thanks, me 180 days mhanje 3 mahine kase kay samjat hoto???
Second point should be checked, but visa is granted for 5 years so that is ok for now.

PIO apply kelyavar.. mulanna shala- college madhe ghatale tar fee extra $ madhe lagate ka? seat reservation asate ka? mhanaje fakta amum seats for those who born in foreign??? kuni aadhik mahiti deil ka please?

PIO card costs $1000 while ten yr visa costs $150 ( this information is as of Oct, 2002). meanwhile, if dual citizenship is approved and implemented then PIO will be of no use.
Sameer : yes, as baby is not indian, she will always get foreign quota and higher fees.

and about education, education is basic need and no instituion can reject school admission based on citizenship.

I heard that.. there are only few seats available for foreigners... so if your baby in not indian and by that time dual citizenship is not approved, then your kid will have to be one of those 4 - 5 ( or even might be less ) number of students who get the seats by merit.. and that's going to be a problem for others right? Just wanted more information.. do you mean just by paying extra fees he/she can get admission in the college?

GOOD NEWS FOR INDIAN PARENTS WITH US BORN CHILDS!!
Registration is not required for US Born children below 16 years

The child even does not need to be of Person of Indian Origin (PIO).
This rule states:
